Scheduled State Health Coordinating Council and Committee Meetings
The State Health Coordinating Council (“SHCC”) hosts 12 meetings per year to plan and develop the State Medical Facilities Plan (“SMFP”).
Unless otherwise announced, meetings are scheduled from 10:00am until 12noon in the Greg Poole, Jr. All Faiths Chapel on the Dorthea Dix Campus, 1030 Richardson Drive, Raleigh, NC, 27603. Get directions and a map here.

PDA has extensive experience writing winning petitions. The petition period for teh 2026 SMFP has closed. However, it is never too early to begin planning for next year. Should you need assistance developing a petition for teh Proposed 2027 SMFP, please contact us today.
Operating Room Methodology Workgroup
According to NC Session Law 2023 – 7, and effective November 21, 2025, CON approval will no longer be required for qualified urban ambulatory surgical facilities, including single specialty or multispecialty ambulatory surgical programs, to be located in counties with populations over 125,000 – regardless of the proposed cost of the projects.
The State Health Coordinating Council convened a workgroup of interested parties in Winter 2024-2025 to discuss how this law would change the Operating Room Methodology. PDA attended all three meetings, below are links to our summary briefs.
The Proposed 2026 SMFP is now available. Chapter 6 includes the revised Operating Methodology. While the SMFP is not approved until Governor Stein reviews and signs it, likely in December 2026, the changes to the methodology are likely final. Schedule for Spring Public Hearing
Spring petitions involve requests for changes to the SMFP that have the potential for a statewide effect, such as the addition, deletion, or revision of policies or need determination methodologies.
February 25, 2026, 5:00pm: Deadline for reciept of petitions related to development of the Proposed 2027 SMFP
March 11, 2026, 5:00pm: Deadline for reciept of written comments on petitions recieved by the March 11 deadline.

Schedule for Summer Public Hearings
Summer petitions involve requests for adjustments to need determinations in the SMFP.
All meetings will be held via WebEx and begin at 1:30pm; login information for each meeting can be found here. Pre-Registration will be requested for all members of the public who wish to attened and/or speak. PDA will continue to participate in the virtual meetings.

July 22, 2026, 5:00pm: Deadline for receipt by Healthcare Planning of petitions for adjustments to need determinations and other written comments regarding the North Carolina Proposed 2027 SMFP.
August 5, 2026, 5:00pm: Deadline for receipt by Healthcare Planning of any written comments on petitions or comments submitted by the July 22 deadline regarding adjusted need determinations or other issues arising from the North Carolina Proposed 2027 SMFP.
